August 25, 2026 – (Balboa Peninsula Point Patrol Assignment)
12:46 AM Carlos Mejia – 0000–0030: Continued conducting active security patrols throughout Balboa Peninsula Point. Checked tennis courts, alleyways, beach areas, parks, beach access points, and surrounding pedestrian areas. Monitored traffic flow, which remained slow during this period, and maintained a highly visible security presence while moving throughout the assigned area. Continued checking for suspicious persons, disturbances, unauthorized activity, and potential safety concerns.
While patrolling the beach area, encountered two residents who remained on the beach after the posted 2200 beach closure. Politely informed both individuals that the beach was closed and requested that they leave the area. Maintained a professional and courteous approach while escorting the residents off the beach. Confirmed that the immediate beach area was clear after they departed.
During the patrol, took multiple required security photographs to document the areas checked. However, the security app experienced connection issues, and the photographs did not successfully load/upload patrol duties.
0030–0040: Continued checking the beach and lifeguard station areas for after-hours activity. Encountered two separate groups trespassing in closed areas. The first group consisted of two individuals who were at the lifeguard station after hours and appeared to be DJing/playing music. Advised both individuals that the area was closed and instructed them to leave. The second group consisted of individuals who were inside the ocean after hours. Advised them of the beach closure and instructed them to exit the water and clear the closed area. Both situations were handled professionally, and the individuals complied with instructions. Continued monitoring the surrounding beach and lifeguard areas after the individuals left. Maintained a visible security presence and no further issues were observed during this period.
1:15 AM Carlos Mejia – 0040–0100: Continued security patrol throughout Balboa Peninsula Point, including Bay Beach, parks, tennis courts, beach areas, alleyways, and surrounding access points. At approximately 0053, encountered two individuals at Bay Beach after hours. The beach had been closed since 2200, and both individuals were still in the closed area. Politely informed them of the beach closure and instructed them to leave the area. Both individuals complied and were removed from the beach without further incident.
After clearing Bay Beach, continued checking the surrounding parks, tennis courts, beaches, and alleyways. Monitored traffic flow, which remained slow, and maintained a highly visible security presence throughout the area. Continued observing for additional after-hours activity, suspicious persons, disturbances, or safety concerns. All parks and
other areas checked were clear, and no additional suspicious activity was encountered during this patrol period.
1:15 AM Carlos Mejia – 0115: Continued security patrol at West Jetty Park and encountered multiple individuals remaining in the park after hours. Advised the individuals that the park was closed and instructed them to leave the area. Maintained a professional and courteous approach while clearing the park. Continued monitoring the area after the individuals departed and checked surrounding walkways and access points for any additional after-hours activity. Maintained a visible security presence and ensured the park was clear before continuing patrol.
1:18 AM Carlos Mejia – 0130: Began scheduled lunch break after completing security patrols throughout the assigned Balboa Peninsula Point area. Prior to going on break, completed a final check of the immediate surroundings and confirmed the areas being monitored were clear. No active disturbances or suspicious activity were observed at the time of going on break. Maintained awareness of the surrounding area and ensured any ongoing security concerns had been addressed before beginning the break.
2:22 AM Carlos Mejia – 0200–0230: Lunch break ended and returned to active security patrol. Conducted an extended patrol throughout Balboa Peninsula Point, checking beach areas, parks, alleyways, tennis courts, lifeguard stands, beach access points, and surrounding residential areas. Monitored traffic flow and pedestrian activity, which remained light during this period. Maintained a highly visible security presence while
continuously moving throughout the assigned area to deter unauthorized activity and provide security coverage.
Checked closed beach and park areas for individuals remaining after hours and monitored the lifeguard stands and surrounding areas for any suspicious activity or disturbances. Also observed the condition of the surrounding walkways, access points, and public areas for potential safety concerns or unusual activity. Continued monitoring vehicle and pedestrian traffic while remaining alert to changing conditions. All areas checked were clear and generally secure, with no additional significant incidents or suspicious activity encountered during this patrol period.
3:00 AM Carlos Mejia – 0200–0300: Lunch break ended and returned to active security patrol. Conducted an extended patrol throughout Balboa Peninsula Point, checking beach areas, parks, alleyways, tennis courts, lifeguard stands, beach access points, and surrounding residential areas. Monitored traffic flow and pedestrian activity, which remained light during this period. Maintained a highly visible security presence while
continuously moving throughout the assigned area to deter unauthorized activity and provide security coverage.
Conducted multiple drive-bys of the beach areas at West Jetty Park and Bay Beach, as these locations have experienced multiple instances of individuals remaining after hours. Paid additional attention to these areas to monitor for trespassing, unauthorized activity, disturbances, or individuals attempting to remain on the beach after the 2200 closure. Checked nearby parking areas, beach access points, lifeguard stands, and
surrounding walkways during each pass.
Continued monitoring vehicle and pedestrian traffic while remaining alert to changing conditions. All areas checked were clear and generally secure at the time of patrol, with no additional significant incidents or suspicious
encountered during this period.
3:24 AM Carlos Mejia – 0300–0330: Conducted final security patrols throughout the assigned Balboa Peninsula Point area prior to the end of shift. Checked all accessible beach areas, parks, alleyways, tennis courts, lifeguard stands, beach access points, surrounding walkways, and nearby residential areas. Conducted additional drive-bys through West Jetty Park and Bay Beach, paying particular attention to these locations due to the repeated after-hours activity encountered throughout the shift. Checked for individuals remaining in closed areas, suspicious activity, disturbances, unauthorized access, and any potential safety concerns.
Monitored traffic flow and pedestrian activity, which remained light during the final patrol. Maintained a highly visible security presence by continuously patrolling and conducting vehicle drive-bys throughout the assigned areas. Checked the beach access points and surrounding areas to ensure no additional individuals were attempting to enter or remain in the closed beach areas after hours. Also monitored the parks and tennis courts for any remaining occupants or unusual activity.
Final checks of West Jetty Park, Bay Beach, the beach areas, parks, alleyways, tennis courts, and lifeguard stands were clear and generally secure. No additional suspicious activity, disturbances, trespassing, or significant safety concerns were observed during the final patrol. Maintained security coverage until the conclusion of the shift and completed duties at 0330

1900 primary attention was focused on the community. security patrols were conducted throughout the assigned Community area, monitoring pedestrian activity, vehicles, public spaces, and any potential safety or security concerns. a visible security presence was maintained and no significant incidents or the services were observed during this period
2000 a primary attention remained focus on the community. posted at each park for a total of 15 mins (photos attached) and observed activity in surrounding area. All conditions remained normal. the area remained calm, and no significant incidents or suspicious activity were observed. routine patrols and monitoring continued.
2100 security operations continued with primary attention remaining on the community. patrols were conducted throughout the assigned area while monitoring activity, public space, and potential safety concerns.as
2200 approached, attention began transitioning towards the beaches and Shoreline areas and preparation for night time Beach and Shoreline Patrol operations. prepared for patrol throughout the beach to ensure no after hour visitors .

0000 started patrol on shoreline and maintained presence on shoreline. less traffic than usual . all conditions continued to remain normal
0100 Responded to male running naked on beach closer to West Jetty . came to location didn’t make contact with individual but kept surveillance over area because of complaint. monitored area and still no contact. all other conditions normal.
0200 conducted normal operations on beach shoreline. monitored for after hour visitors. Tide is becoming more violent and closer to homes. maintained security presence throughout patrol. afterwards conducted patrol throughout community . no disturbances or incidents that required security presence.
2:12 AM Dievie Terry – ***made contact with male in red shorts and red pants that was allegedly running in the beach naked. he immediately ran to his car before getting a word with patron grey Honda van 8zzz738
2:45 AM Dievie Terry – * made contact with male that was naked and refused to adhere to beach closure wanted him that if found on beach afterhours PD will be contacted . he refused because he was a homeowner. This is the same male that was slumped over in van in previous reports.
0330 did final patrol of community and shoreline. properly secured vehicle as well as the unit phone . successfully signed out and properly recorded patrol. All conditions remained normal throughout shift.
