2:39 AM Dievie Terry – completed all patrol and all conditions are normal
8:16 PM Carlos Mejia – 1900–2030: Began shift by conducting an active security patrol throughout Balboa Peninsula Point. Checked alleyways, beach areas, lifeguard stands, parks, tennis courts, surrounding residential areas, and monitored traffic flow. Maintained a visible security presence throughout the area to help deter suspicious activity and ensure the safety of residents and visitors. Greeted multiple residents and maintained positive communication while conducting patrols. Assisted an older resident with moving a couch from their garage to the outside area for trash disposal. Continued checking the surrounding areas for suspicious persons, unattended property, disturbances, and other safety concerns. Monitored pedestrian and vehicle activity and maintained awareness of changing conditions throughout the patrol. No significant incidents were observed during this period, and the area remained generally calm and secure.
9:08 PM Carlos Mejia – 2035–2115: Conducted an extended security patrol throughout Balboa Peninsula Point. Checked all accessible beach areas, parks, lifeguard stands, alleyways, tennis courts, and surrounding pedestrian areas. Monitored traffic flow and remained alert for any unusual vehicle or pedestrian activity. Maintained a highly visible security presence while patrolling to deter unauthorized activity and provide a sense of safety for residents, visitors, and the surrounding community. Observed the condition of the area and checked for disturbances, suspicious persons, unattended property, or other potential safety concerns. Continued moving throughout the assigned area rather than remaining stationary, ensuring multiple locations received security coverage. All areas checked were clear and appeared secure. No suspicious activity, disturbances, or significant incidents were encountered during this patrol period.
9:12 PM Carlos Mejia – Vehicle parked in a no parking zone next to the tennis courts .
10:37 PM Carlos Mejia – 2120–2130: Took a brief 10-minute break and returned to duty at 2130. Prior to continuing the patrol, attempted to take and upload a required patrol photo through the security app; however, the app became unresponsive. Closed and reopened the application to restore functionality before continuing duties.
2130–2230: Resumed security patrol throughout Balboa Peninsula Point. Checked beach areas, tennis courts, parks, and alleyways while monitoring traffic flow and pedestrian activity. Maintained a visible security presence throughout the area and remained alert for suspicious activity, disturbances, or safety concerns. Advised and notified residents and beachgoers of the upcoming 2200 beach closure and encouraged
everyone to begin clearing the beach area before closing time. Continued monitoring the surrounding areas and maintained communication with residents. All areas checked were clear, and no suspicious activity or significant incidents were encountered.
2210: Assisted a resident who reported misplacing their phone near one of the lifeguard stands. Conducted a search of the immediate area with the resident and located the phone. Ensured the resident recovered their property safely. Checked the surrounding lifeguard stand and nearby beach area afterward; all areas were clear and secure with no suspicious activity observed. Maintained a visible security presence while continuing
patrol duties.
11:10 PM Carlos Mejia – 2235–2315: Continued active security patrols throughout Balboa Peninsula Point following the 2200 beach closure. Continued assisting with clearing residents, visitors, and other individuals from the beach and park areas and reminded individuals of the posted closure hours. Monitored fishing areas and approached individuals who remained after hours, advising them to leave the area in a professional and courteous manner. Checked nearby walkways, beach access points,
lifeguard stands, parks, and surrounding areas while clearing the property. Maintained a highly visible security presence throughout the area to encourage compliance, deter unauthorized activity, and promote the safety of residents and visitors. Continued monitoring pedestrian and vehicle activity and remained alert for disturbances, suspicious persons, unattended property, or other safety concerns. The areas remained orderly while being cleared, and no significant incidents or suspicious activity
were encountered.
11:48 PM Carlos Mejia – 2317–0000: Conducted an extended security patrol throughout Balboa Peninsula Point, checking alleyways, parks, beach areas, tennis courts, lifeguard stands, beach access points, and surrounding areas. Monitored traffic flow and pedestrian activity while maintaining a highly visible security presence throughout the assigned area. Continued checking for after-hours activity, suspicious persons, disturbances, unauthorized use of the property, and other potential safety concerns.
At approximately 2320, while checking the first lifeguard stand, observed an older male in the area after hours accompanied by two pets. The individual appeared to be in an area that had already been closed for the night and was observed near a palm tree. From a safe distance, activated the vehicle headlights briefly to confirm that an individual was present. The individual appeared to be illuminating or handling something near the palm tree. No direct confrontation was made, and the situation was monitored from a safe distance.
The individual was described as an older male wearing a gray shirt and gray shorts, with a gray bicycle, accompanied by one dog and one cat. The pets did not appear to have collars. A photograph of the area/location will be provided to document where the individual was observed. Continued monitoring the surrounding area for any additional activity and maintained a visible security presence.
After documenting the observation, continued patrols of the beach, parks, alleyways, tennis courts, and surrounding areas while monitoring traffic and pedestrian movement. Remained alert for any additional after-hours activity or suspicious behavior. No confrontation occurred, and no other significant incidents were observed during this patrol period.
