PATROL REPORT – August 29, 2026

August 29, 2026 – (Balboa Peninsula Point Patrol Assignment)

1:51 AM Dievie Terry – 0000 security patrol was conducted throughout Balboa with the shoreline and Beach areas remaining the primary focus. patrols were conducted along the beach lifeguard stations and surrounding pedestrian areas to monitor activity and short compliance with posted after hours restrictions.
*escorted multiple patrons off beach

0100 pedestrian activity increased around the wedge and each lifeguard station due to higher tides. with several individuals observed near the Lifeguard stations and shoreline. maintained a visible presence and made multiple contacts with individuals and restricted or after hours area provided and reminders regarding beach and park hours

0200 multiple individuals were observed on the beach near the wedge viewing the surf and looking for fish along the shoreline. security maintained divisible presence and monitored the area for after hours activity and compliance with poster restrictions

2:59 AM Dievie Terry – 0330 conducted last patrol throughout community. community was quiet and calm. beaches were made clear prior to securing vehicle and phone . report properly made as well as vehicle people secured

3:00 AM Dievie Terry – finished shift. all conditions normal

9:31 PM Dievie Terry – 1900 immediately observed traffic jam hindering ability to properly patrol (photos attached) so stayed at each beach access points as well as parks but patrolling the full community was interrupted by traffic jam.

2000 still observing traffic which is hindering full patrol of community. showed presence as much as possible without getting into traffic stayed post at each access point. Also showing presence but going to Bay beach and normal activity were observed . all conditions were normal not considering the traffic.

2100 traffic is still drastically heavy causing a 2 hr delay on leaving the Balboa peninsula point. There is little to no movement in the community and leaving seems nearly impossible. If traffic continues then closure of beaches will be lifted due to multiple patrons being stuck in community.

2200 Allowing patrons to stay on beaches and parks due to traffic that is still hindering full patrol of community. Traffic is going all the way down to the bars area.Since the start of shift, observations show that mobility throughout community are nearly impossible due to major traffic

9:47 PM Dievie Terry – 2200 Observed grey and black Toyota Force max parked in front of homeowner garage space. EG62Z99 for an extended period of time. tickets or towing were not issued at this time. Used solely for community awareness

2:54 AM Dievie Terry – 0000 Traffic cleared so routine patrol of community and shoreline were conducted. all conditions were normal. community were calm and quiet. escorted multiple patrons off beach due to traffic keeping patrons on beach and parks .Expedited the removal of all persons off parks and beaches.

0100 Primary focus shifting to beaches and shorelines. Beach was fully patrolled extracting after hour visitors. all conditions remained normal. giving more attention to address 2132 E Oceanfront as homeowner made contact with me to inform me of the recent problems given to that address. car were parked and stayed for long period of time. license plate taken and all other conditions were normal.

0200 conducted patrol throughout beach, lifeguard stations, parks and community areas. monitored the area for after hours activity pedestrians fishermen and any suspicious or unusual behavior most individuals were observed on the beach viewing the wedge and along the shoreline with activity consistent with higher tide conditions. Essentially all cam for the same purpose of watching the waves either single or in couple.

0330 completed last patrol. community was quiet and after traffic problem, all other conditions remained normal. normal operations commenced. properly secured vehicle as well as unit phone. properly did reports and documented events of today.
