History of the License Plate Reader Installation

License Plate Reader (LPR) installations are becoming more common as a crime deterrent and a law enforcement tool for crime solving. LPRs consist of narrow field-of-view cameras pointed at strategic neighborhood entrance/exit locations, video storage equipment with date/time data and internet access to allow authorized law enforcement authorities to access data as needed.

Incidents in past years led the Foundation to investigate installation of an LPR system for Peninsula Point. NBPD is very supportive of such systems and referred us to operating systems on Lido Island and Balboa Island. Subsequent interactions with Lido Island HOA and Balboa Island Merchants Association convinced us that an LPR system would be beneficial for us and we proceeded to implement it.

The optimum location for a Peninsula Point installation is at A Street and E. Balboa Blvd. At that time, the City of NB would not allow us to install on the A Street Island and we had to find another site in Balboa Village. Several sites were considered, but we were fortunate to get approval to do the installation on the best location, Balboa Realty office on E. Balboa Blvd. They gave us access to the location and secure space inside to house the data recorder and internet access equipment and we have been operational since 2022. (see photo). The foundation pays a modest rental fee to Balboa Realty to allow access as needed for equipment maintenance and/or repair. For data privacy reasons, the Foundation does not have access to the LPR stored data. Instead, we employ an independent third party to provide data requested by NBPD and other authorized government agencies.

Although specific law enforcement actions are not public, we have answered requests for data and have been assured that the system is operating as planned and providing useful data.
